FAQs and Best Practices for Intrusive Testing Requirements as Part of Capital Needs Assessments

NAHMA recently received this document from HUD containing FAQs and best practices for intrusive testing as part of Capital Needs Assessments. Accompanying this document was an explanation from the Deputy Assistant Secretary of Multifamily Housing, Ben Metcalf:

“Housing Notice 2012-27 and Mortgagee Letter 2012-25 (ML) were published November 21, 2012. The Notice and ML addressed the need to implement risk mitigation measures and to align PCNA guidance for multifamily insurance programs. The Department has received questions and feedback from multifamily offices and industry partners on what constitutes intrusive testing, who can perform intrusive testing, and what systems in older buildings are primary concerns.  As a result, the Department has developed a Frequently Asked Questions document to clarify the intent and address some of the common questions about intrusive testing, and to promote greater consistency in implementation of the Housing Notice/ML requirements.
