HUD's Draft PBCA Customer Service Survey

HUD has released its draft performance-based contract administrator (PBCA) property owner and management agent (O/A) and tenant customer service survey for public comment.  Please note that HUD will only be accepting comments through Friday May 11.

 

Currently, there are 11 PBCAs that are operating under contract with HUD in nine States, Puerto Rico and the Virgin Islands. PBCAs monitor O/As compliance with their obligations and responsibilities under the Section 8 Program and administer Housing Assistance Payments (HAPs) to owners of properties that receive rental subsidies for low- and moderate-income eligible families. PBCAs receive a Basic Administrative Fee to administer HAP contracts within their geographic boundaries. Under the new Annual Contributions Contract, these 11 PBCAs may  earn Annual Incentive Fees for customer service. As a result, HUD has created this draft survey for O/As and tenants in order to collect the data that will be used to determine PBCA eligibility for incentive fees.
