Proposed Rule to Streamline Admin Regulations for HCV and Multifamily Housing Programs

HUD recently issued the following proposed rule containing changes intended to streamline certain regulatory requirements of the Housing Choice Voucher (HCV) program, the HOME Investment Partnerships program, and various multifamily housing rental assistance programs, including:

· Project-Based Section 8

· Section 8 Moderate Rehabilitation

· Rent Supplement Program

· Section 202 Supportive Housing for the Elderly (including PAC and PRAC)

· Section 811 Supportive Housing for Persons with Disabilities (including PRAC and PRA)

· Section 235

· Section 236

· Section 221

In the proposed rule, HUD states their intention to reduce the administrative burdens of public housing agencies (PHAs) and property owners, and to align requirements across programs where possible. Several of the proposals presented here were enacted in FY14 and are now being implemented. A section-by-section breakdown of the proposed changes is included as well as an opportunity for comment (due March 9, 2015). NAHMA will review this proposed rule in consultation with out Regulatory Affairs Committee.
