HUD notified the National Affordable Housing Management Associatin (NAHMA) and other industry stakeholders that the Department will not be announcing the PBCA NOFA as planned due to the Government Accountability Offices (GAO) decision to sustain the protests filed against HUD for the PBCA NOFA.
HUD has stated that it is still in the process of reviewing GAOs recommendations and assessing possible next steps. They will inform the industry when further information becomes available. NAHMA has also learned that HUD will be exercising its third renewal term option with the incumbent PBCAs that are currently operating under a limited ACC with the 42 states that have not completed the rebid. This means that incumbent PBCAs will have their contracts extended from October 1 through December 31, 2012.
