NAHMA participated in a conference call with senior HUD officials regarding operations under a government shutdown. Of particular note: only about 400 of HUDs approximately 9000 employees will be working during a shutdown.
For the Housing Choice Voucher program, October payments were disbursed prior to October 1, 2013 and should be available to HCV participants.
NAHMA followed-up with HUD separately regarding Project-Based Section 8 funding. The good news is HUD does not anticipate delays in the October or November HAP payments. Funding from HUDs FY 14 advanced appropriation (which was provided in the FY 13 appropriations bill) is estimated to last through November.
Please be assured that NAHMA is continuing to follow this situation closely, and we will send out information as it becomes available. We continue to hope that House and Senate leaders can reach an agreement that will avert a shut-down. At this time, the sticking point in the negotiations continues to be a rider that would delay the Affordable Care Act (aka Obamacare).
