Assistant Secretary for Housing and Federal Housing Commissioner Julia Gordon invites interested parties to join a stakeholder listening session to share their feedback on HUD’s proposed modifications to the Performance-Based Contract Administrator (PBCA) program.
“The PBCA program is essential to the sustainability of the Section 8 Project Based Rental Assistance (PBRA) program and the more than 1.2 million low-income households it serves,” said Commissioner Gordon. “HUD is committed to hearing from and working with stakeholders to achieve a solution that ensures the long-term viability of this program.”
HUD included its PBCA proposal in its fiscal year 2025 budget request. Specifically, this proposal would:
- Enable HUD to award cooperative agreements to eligible entities to serve as PBCAs through a Notice of Funding Opportunity (NOFO), rather than a Federal Acquisition Regulation (FAR) procurement; and
- Ensure that public housing authorities and their non-profit affiliates, as well as state and local housing finance agencies, are eligible to apply for a PBCA award.
This first listening session, which will be the only session held in person, will take place on May 28, 2024, from 10 am to 12 pm. The session will be held at the REAC Auditorium located at Potomac Center South, 550 12th Street SW, Washington, DC 20024. It will be live-streamed and recorded.
Individuals interested in attending in person should register to attend the listening session by Tuesday, May 21. The auditorium accommodates 75 people and registration will be closed after that number has been reached. Participants will be able to indicate whether they would like an opportunity to speak during the listening session. Speaking opportunities will be limited to five minutes and will only be available to in-person attendees. Please indicate if you require reasonable accommodation.
