Prior to realignment and occasionally within the realigned model, the Processing and Report Review Branch has often provided relief to 515, 514/516 FLH, MPR, 538, and Transfer applicants submitting application documents and third-party documents prior to the submission of a complete application. This was mostly done to initiate reviews of third-party documents, including Capital Needs Assessments (CNA’S), appraisals, and environmental documents, in an attempt to gain efficiencies as part of the review and concurrence process, prior to the complete application submission.
Due to the Production and Preservation Division’s current volume and bandwidth, the Processing and Report Review Branch will no longer be able to accept any application documents prior to the submission of a complete application. All required application documents must be sent to the agency in one complete application package, in accordance with application requirements. Documents sent to the Processing and Report Review Branch prior to the submission of a complete application will be returned to the applicant.

Any accommodations made will be at the sole discretion of the agency and based on the specific circumstances of the request.
