HUD’s Real Estate Assessment Center (REAC) in the Office of Public and Indian Housing (PIH) will release updates to the National Standards for the Physical Inspection of Real Estate (NSPIRE) Software Application Release 4.8 on June 23, 2025

HUD is continuously working on improving the user experience in the NSPIRE app and has several updates that are now available to users.  Additional updates are scheduled for the upcoming months.  The following updates will be made available on June 23, 2025, in release 4.8: 

  • REAC has implemented a bug fix to ensure the H&S and Inspection report includes the inspection ID number on all reports generated. 
  • REAC has updated the POC user requirement to select a Mitigation status value from the drop-down menu provided; a selection of “none” is no longer available.

The following features and components have been added to improve the use and for Internal and Portal users:

  1. Lead-Based Paint and disclosure form collection has been enabled for the POC user to upload and record forms to the inspection record and/or to the property profile to meet requirements for 24 CFR 35.115 and/or 42 U.S.C. 4822 for buildings where construction began before January 1, 1979, to allow POCs to upload a copy of the most recent lead-based paint evaluation or evidence of exemption.
    • All certificates loaded using the Certificate option from the POC portal will have a Date, Time, and Owner recorded.
    • Documents can be loaded and identified as Certificates, Disclosures, or Other by the POC.
    • Users may access the documents from the Certificate component from the Development or the Inspection.
    • Users must upload the required documents prior to Inspection start time.
  2. The Inspection process will now capture time stamps for the inspection duration for the overall inspection process, for each day of an inspection when it is multi-day, as well as for each unit being inspected. Time stamps collection will also include image capturing at multiple start and stop points.
    • An inspection start and end date/ time will be captured from the device in order to collect the inspection lifecycle duration.
    • A start and stop time with required images will be enabled for each day of the inspection.
    • An entry and exit time with required images will be enabled and required for each Unit inspection.
  3. The NSPIRE software ExAM4 application will receive backend package updates from MB&A to support improved sync, reporting, and data collection features.
    • Improved sync features enable improved configuration of Full and Smart sync functions.
    • Reporting changes enable system and mobile app report generation and sharing in PDF format.
    • Increased data collection and data visibility options now include mobile-accessible data changes, Assignment Manager duplication, device creation time, and location collection.

 HUD is aware of the challenges that users have had with the NSPIRE system and has completed several improvements to the user experience.  The Department’s Real Estate Assessment Center (REAC) is working with PIH’s IT team and the Office of the Chief Information Officer (OCIO) and their vendor on additional functionality and improvements.  HUD will send a message on these updates once they are available.
