The Office of Affordable Housing Programs (OAHP) is sponsoring a four-part training series to guide HOME Investment Partnerships Program (HOME) Participating Jurisdictions (PJs) and Housing Trust Fund (HTF) grantees through integrating the National Standards for the Physical Inspection of Real Estate (NSPIRE) into their property standards. The series walks through where NSPIRE fits across the property standards framework and what PJs and grantees must do to comply by April 14, 2027.

The first webinar of the series, taking place on September 22, 2026, from 2:00 - 4:00 PM EDT, frames the HOME and HTF requirement for property standards, the components that must be included, and where NSPIRE fits among them. This webinar provides the foundation for the remainder of the series.

NSPIRE Guidance and Inspection Standards for HOME and HTF

On April 14, 2026, HUD published the NSPIRE: Implementation Guidance and Inspection Standards for HOME and HTF Programs Notice in the Federal Register (91 FR 19145). The Notice provides implementation guidance for applying NSPIRE inspection standards to HOME- and HTF-assisted housing. It aligns and extends the NSPIRE compliance dates with the updated property standards and inspection requirements in the 2025 HOME Final Rule and extends the NSPIRE compliance date for HTF grantees to April 14, 2027. The governing property standards requirements remain at 24 CFR 92.251 for HOME and 24 CFR 93.301 for HTF.

Objectives

  • Gain a working understanding of the NSPIRE implementation guidance and its implications for administering HOME and HTF property standards
  • Understand how NSPIRE fits within the HOME and HTF property standards framework at Part 92.251 and Part 93.301
  • Identify the property standards, including inspection practices, that may require updates to comply by April 14, 2027

Recognize how NSPIRE applies differently across rehabilitation, ongoing rental and Tenant-Based Rental Assistance (TBRA), and homeownership activities

Audience

This webinar is intended for HOME PJs, HTF grantees, and partner organizations responsible for administering or implementing HOME- and HTF-funded activities, including staff who set written property standards, manage inspections, or oversee rehabilitation, rental, and homeownership programs.
