9:00 – 10:15 – IHCDA/HOTMA Update, Matt Rayburn

In this session, IHCDA will provide compliance updates related to the LIHTC and HOME programs, with a focus on HOTMA implementation.  Topics will include key HOTMA topics related to income and asset calculations and verifications.

10:30 – 12:15 – Smart Strategies for HOTMA Implementation, Karen Graham

We’ll cut straight to the essentials—breaking down where things stand, what challenges are emerging, and how you can successfully implement smart HOTMA solutions despite ongoing delays. 12:15 – 2:00 – Lunch & HOME Update, Matt Rayburn
In this session, IHCDA will provide updates on HOME rental compliance based on regulatory changes made by HUD in the 2025 HOME Final Rule.  Topics will include periods of affordability, rent limits, utility allowances, prohibited fees, and income verification.

2:00 –  4:00 – Layered Projects, Lisa Thompson
The “Navigating Layered Projects” session explores the complexities of managing projects that combine multiple funding sources, such as LIHTC, HUD PBRA, HUD PBV, and HOME funds. Participants will gain an understanding of how to coordinate these programs effectively while addressing key issues including income limits, student eligibility rules, rent calculations, and the implementation of HOTMA regulations. This session aims to equip attendees with practical strategies for ensuring compliance and consistency across varied program requirements.
