The Department of Housing and Urban Development (HUD) published a proposed rule, Rescission of Floodplain Management and Protection of Wetlands; Minimum Property Standards for Flood Hazard Exposure; Building to the Federal Flood Risk Management Standard in the Federal Register.
This proposed rule updates HUD’s floodplain and wetland regulations to simplify, provide consistency and make it easier for program participants to implement. It restores HUD’s previous floodplain review framework, aligns HUD requirements with the Federal Emergency Management Agency (FEMA) and National Flood Insurance Program (NFIP) standards, and removes outdated and overly burdensome provisions. These changes are anticipated to reduce costs, streamline compliance, and support the development and preservation of affordable housing while maintaining strong flood risk management practices.
Interested parties are invited to submit comments regarding this proposed rule. The deadline for public comment is September 8, 2026.
