Study Finds Eviction Rates Unchanged Following RAD Conversion
Examining more than 4,000 public housing developments nationwide and over half a million eviction records, a new study by EvictionLab found no evidence that the Rental Assistance Demonstration (RAD) conversion leads to increased evictions. The study compared eviction records for properties that went through a RAD conversion before and after conversion, and against properties that had not converted. The study found no association between RAD conversion and eviction filing rates or eviction judgement rates.
New Resident Engagement Resource
HUD has published a new RAD Resident Engagement Guide for Public Housing Authorities (PHAs). This tool is designed to guide PHAs through the required RAD resident engagement steps while also providing best practices to use along the way. Also available on the RAD Resource Desk are sample meeting agendas and sign in sheet that can be conformed to each individual property. Any questions about the guide or resident matters can be directed to rad@hud.gov.
Updated Welcome Guide for Public Housing Authorities New to Converting Properties Through RAD
An updated RAD Welcome Guide for PHAs is now available. Designed for PHAs that have just received a Commitment to enter into a Housing Assistance Payment contract (CHAP), the Guide includes key requirements, important first steps, HUD contacts, and more. This Guide is a critical resource to help PHAs, particularly those that are new to the program or who have not recently completed a conversion, to confidently plan and begin their RAD conversion process.
