Rural Development’s Office of Multifamily Housing recently posted revisions to the Section 538 Guaranteed Rural Rental Housing Program (GRRHP) Origination and Servicing Handbook.

Chapters 3 and 8 of the Handbook have been updated to clarify the documentation lenders must provide to the Agency to verify that borrowers, management entities and principals are not excluded or disqualified from participating in the Section 538 GRRHP.

The Agency removed the requirement for Agency screening of borrowers for debarment and suspension in the System for Award Management (SAM) system, and clarified the lender’s responsibility for properly screening borrowers, management entities, and principals to determine eligibility for participation in the Section 538 GRRHP.
